Due to the North Korea's system of planned economy, paintings are not commercialized. As such, artists enjoy one of the most stable incomes in the country and are expected to fully immerse themselves in art creation with the aim of producing "pure" works, rather than works that are governed by commercial interests.
Painters are not told what to paint (a common misconception) but ultimately always work within the governing ideology. This, however, does not stop the artists from inventing their own styles and metaphors.
